A Strategic Framework for Assessing Information and Communication Technology Infrastructure in State and District Public Libraries: An Empirical Analysis of Kerala
Abstract
Operational philosophy of public libraries by improving information accessibility, resource management, digital inclusion, and user-centered service delivery. In developing regions, however, disparities in ICT infrastructure continue to limit the ability of public libraries to respond effectively to evolving user expectations. Kerala, recognized for its high literacy rate and extensive public library network, presents an important context for evaluating the effectiveness of ICT implementation across state and district-level public libraries. This research and review paper develops a strategic framework for assessing ICT infrastructure within Kerala's public library system through a comprehensive synthesis of existing scholarly literature. The study examines technological infrastructure, digital services, network connectivity, automation systems, digital collections, human resource competencies, institutional policies, accessibility mechanisms, and sustainability factors influencing ICT adoption. The paper employs a qualitative review methodology based exclusively on selected scholarly literature concerning ICT implementation, digital transformation, public library modernization, digital inclusion, and technology-enabled library services. Comparative analysis reveals that successful ICT implementation depends not only on technological investments but also on organizational readiness, staff competencies, strategic planning, governance mechanisms, and continuous technological innovation. The proposed framework integrates infrastructure assessment with service quality evaluation and institutional sustainability, providing a multidimensional model for policymakers and library administrators. The findings contribute to the development of evidence-based strategies capable of strengthening ICT-enabled public library services in Kerala while offering broader implications for public library modernization in similar developing regions. The study also identifies research gaps and future directions for empirical validation of comprehensive ICT assessment models.
