An Analytical Framework for Evaluating Modern Cloud Computing Technologies, Performance, and Industry-Wide Implications
Abstract
Modern cloud computing has evolved from a basic infrastructure-delivery mechanism into a broad technological paradigm supporting distributed applications, data-intensive services, organizational collaboration, and digitally enabled decision-making. However, evaluating cloud technologies solely through technical indicators such as computational capacity, availability, or scalability provides an incomplete assessment of their industry-wide value. This research and review paper develops an analytical framework for evaluating modern cloud computing technologies by integrating technological performance with service accessibility, operational effectiveness, organizational collaboration, implementation requirements, and broader institutional implications. The methodology uses a structured conceptual synthesis of the supplied literature, with particular attention to evidence concerning service gaps, technology-supported healthcare delivery, comparative implementation outcomes, collaboration, and quality improvement. The analysis demonstrates that cloud technology evaluation should be multidimensional: technical performance must be considered alongside usability, service continuity, interoperability, organizational readiness, governance, and measurable outcomes. The framework further indicates that technological sophistication does not automatically translate into improved service performance. Rather, value emerges when cloud capabilities are aligned with operational requirements and stakeholder needs. The paper concludes that an industry-wide evaluation model should combine technological, organizational, service, and outcome dimensions, while recognizing the limitations of transferring evidence from healthcare-specific studies to generalized cloud-computing contexts.
